Of these two options, we suggest going for the kill, though it probably doesn't matter much either way. Drive down the main road at the port, and you'll run into a firefight near the warehouse, which is on your right. A tank will pull out of the warehouse garage, so take it out with your tank, then clear out some of the soldiers and hop out. Run into the warehouse and take the stairs on the right side.
