The default in MCCC is the game's default of 8. You can change that to anything under 25.
To edit a household and have it keep more than 8, you have to click on a sim who is in the household you want to add more to. Click on MC Command Center / Modify Household in CAS.
You HAVE to use the "Modify Household in CAS" method to add more than 8 or the game won't keep it.
FYI... Setting the time speed to 25 is only necessary if you also have Simulation Lag Fix. SLF doesn't work well at all if you have it set to other than 25. If you don't have SLF then 25 can be changed just fine. If you don't care about longer days then just leave it.

Just click on a computer in game, then click MCCC > MC Population > Other settings > Maximum Sims In Zone. The max value is 200 sims though I would caution some restraint here since I'm not sure how your system might handle that many sims.
You can have more than 80 played sims in the My Households tab of Manage Households (MH). If you look in the bottom right corner of the MH screen there is a drop-down button where you can select the Maximum Sim Count. Choices are 80, 150, 200 Max Recommended and Unlimited.
How many SIMs can one get on a single ID? According to a Department of Telecommunications (DoT) regulation, an individual can have a maximum of 9 SIM cards on a single ID. The Aadhaar card is a legal document that telecom carriers accept when providing new SIM cards.
While that may not sound like a lot initially, players can make each of the six households contain up to eight Sims. This means that one For Rent lot can host a mind-boggling 48 Sims. Imagine the sheer chaos of that many Sims together, some of which may be toddlers or children.
There's also an option to move out an entire Household and Merge it with another Household. After you move all the Sims from the left side to the right side, you'll get an option asking you if you want to sell the furniture from the left side's Household and transfer it to the merged Household.
There's a setting in nraas master controller (NRaas > MC > Settings > Allow More Than Eight > True), but you also need portrait mod to select all the Sims.
As you progress through each player level, you unlock more Sims for your town. The maximum gradually increases to 41 (up to 7 extra Sims) if you reach VIP Perks Level 15!
