Though Quirks are common in the world of My Hero Academia, not everybody has one. Here are a few characters who stand out, despite being Quirkless.
Quirks are special powers that almost everyone in the world of My Hero Academia possesses. These are unique powers that grant superhuman abilities to the user and can affect their bodies in a number of ways. While Quirks are quite normal in the world of My Hero Academia, not everyone is born with them.

In fact, just over 80% of the population is known to have a Quirk, meaning there are quite a few characters who are born without it. At the same time, it is possible to lose one's Quirk through different means, making them no different from those born without one. Still, some of the most remarkable characters in the anime do not have one of these powers.
7 Izuku Midoriya (Temporarily)
The protagonist of My Hero Academia, Izuku Midoriya was the first Quirkless character to be introduced. Izuku was born without a Quirk, but despite that, he wanted to become the Number One Hero, just like All Might. Unfortunately, without a Quirk, it would've been incredibly hard for him to become a Hero — but he had everything else that it took to be one.
Seeing this, All Might, the Number One Hero, decided to make Izuku his successor and offered the power of the One For All to him. Using this Quirk, Izuku was set on the path to becoming the greatest Hero of all time. One For All gave him the power to stockpile large amounts of energy and release it at once. This made Izuku strong enough to compete against anyone.
6 Melissa Shield
One of the main characters introduced in My Hero Academia: Two Heroes, Melissa is a student at the prestigious I-island Academy, where she learns to develop new equipment for Heroes. She's the daughter of Dave Shield, All Might's friend from long ago and an incredibly skilled scientist.
One day, Melissa aims to become a Hero as well; however, just like Izuku, she was born without a Quirk. Nonetheless, Melissa has a great mind, and her inventions make her quite powerful. With time, she can surely blossom into an incredible Hero.
5 Ragdoll
One of the members of the Wild Wild puss* Cats, Ragdoll is an extremely skilled Pro Hero. Unlike Izuku Midoriya, she wasn't born Quirkless; however, her Quirk was stolen from her by none other than All For One. Ragdoll had the power of the Search Quirk, using which she could pinpoint and examine up to 100 people within a certain range.

This ability allowed her to study these people completely, and also figure out their weak points. Once used, all the information that the Quirk collected would then be stored within her forever, making this an incredibly powerful ability to have. Unfortunately, Ragdoll is Quirkless at the moment and her power is being used by none other than Shigaraki Tomura, the leader of the Paranormal Liberation Front.
4 Yagi Toshinori
Yagi Toshinori, also known as All Might, is the former Number One Hero in the world of My Hero Academia. While Yagi stood on top for quite a while, he didn't have the tools for it right from the get-go. In fact, he was born Quirkless, just like Izuku Midoriya.
His teacher, Nana Shimura, was the seventh user of the One For All Quirk. Before she died, she transferred her Quirk to him. Yagi then defeated All For One twice and became the Symbol of Peace, before finally passing down the Quirk to Izuku Midoriya. Now, he is Quirkless once again, having transferred the mantle.
3 Mirio Togata (Temporarily)
Mirio Togata is one of the strongest three students at U.A, also known as the U.A Big Three. Known to be one of the closest people to All Might among the Pro Heroes, Mirio was destined for greatness as he trained incredibly hard.

Unlike any other character on this list, Mirio had his Quirk destroyed during the Shie Hassaikai arc, and for quite a long time, he remained Quirkless. However, around the time of the Liberation War arc, Eri managed to rewind his body to the point where he had a Quirk. Mirio is no longer Quirkless; however, he served quite some time without one.
2 Cathleen Bate
Cathleen Bate, better known as Star and Stripe, was the Number One Hero in the United States of America. She had the power of an incredible Quirk known as New Order. This Quirk was among the strongest powers introduced in My Hero Academia, as it allowed her to set any rule on her environment, and give new properties to anything around her.
At the same time, she could also give herself new powers, making her almost invincible. Her abilities could also affect those who she fought as a consequence of her altering the environment. When she fought Shigaraki, she ended up using all her power, but eventually lost her Quirk to him. Thankfully, the Quirk self-destructed shortly afterward.
1 Aoyama (Formerly)
One of the students of Class 1-A, Aoyama was thought to always have had the Navel Laser Quirk. Recently, however, it was revealed that Aoyama was born without a Quirk and his parents reached out to All For One for help. He spent a significant amount of childhood without a Quirk, and it got to a point where he was extremely confused as to why he was so different from others around him.
All For One granted Aoyama the Navel Laser Quirk; however, in return, Aoyama had to provide him with information against his will. Although he never had evil intentions, Aoyama aided both All For One and the League of Villains quite a lot.
